The international order is undergoing a profound transformation. Core principles, such as sovereignty, non-intervention, multilateralism, and the rule of law, are increasingly contested, while great powers are acting more assertively. Strategic rivalry, geopolitical fragmentation, and the weakening of institutional constraints are reshaping the foundations of global governance. These developments pose particular challenges for small states. Small states traditionally thrive in stable, rules-based international environments that provide predictability and protection through institutions. In a more power-driven and polarised order, they must reposition themselves despite limited material resources and, in many cases, sceptical or security-weary domestic publics. The panel will discuss how small European states adapt their foreign and security policies to changes in the international order.
